Legal Question in Juvenile Dependency in Kansas

My 14 year old grandson was ticketed for possession of tobacco by minor (Ord no: 859 Sec no: 5.66) in Lansing Kansas. He was at private address off school property when the principal of the high school walked up and told him and his two friends to empty there pockets. His friend had a pack of cigarettes and a lighter on his possession. My grandson and his other friend did not have any tobacco products on them. The principal called the police and the police gave my grandson the ticket for possession and he didn't have tobacco products on his possession. The young man that had possession of the tobacco and the other young man were not ticketed. The principle also took them from the private property to the school and then searched and charged them for having them on school property.
