Clarification of federal break regulations

I would like to get a clarification of the federal law that states employees are entitled to a 15 minute break for every 2 hours worked, and a lunch for every 8 hours worked. I've always understood that the breaks are for the time SCHEDULED ie. 8 hour shift you get a lunch and 2 breaks. My employer says because the half hour lunch reduces to the hours to 7 and a half were only entitled to lunch and ONE break. Picky question, I know. Answer would be appreciated.

There are no federal break regulations. No federal law requires 15 minutes or lunch breaks. There can be some OSHA issues, but no federal wage and hour law provides for breaks...you could be required to work 10 hours straight. Check out the Department of Labor website on this issue.
