Is it illegal for someone to use another person's disability money or social security money for purposes other than to help the person who is awarded the money?

A Representative Payee has some discretion as to the use of the funds. I assume your question concerns a situation where the money is plainly being misappropriated. The Social Security Administration should be notified. In more serious cases, the District Attorney may file charges against the person if the circumstances show a theft has occurred.
