Claiming children on taxes

I have two children 13 and 11. Their mother and I were never married and I have always paid child support to them. Though I have never been able to claim them on my taxes at the end of the year. We have a visitation order and I always ask and am denied. How can I go about getting to claim them. I think it would be fair if I am paying child support that I should be able to claim one or the other every year. They are 13 and 11 pretty soon neither will get to anyway. Would a judge help me? My 11 year old stays with my grandmother most of the time and their mother is never home with them.

you can go to court and do a pro se motion for enforcement of visitation and a motion to allow you the deduction.
