can a bankruptcy court change my payment amount if they apraised the value of my car wrong after a year, of making payments with the courts.

I'm afraid there just is not enough information here to answer your question. It would depend on what your Chapter 13 plan says, when it was confirmed, whether any objection was timely filed to the plan or to the valuation of the car and what exactly has prompted you to wonder about this. Whatever attorney filed your Chapter 13 with you should still be representing you to answer questions like these.
