can i file bankruptcy on a debt from 16 yrs. ago after i turn it in in 1992

When you file bankruptcy (and if you qualify to file), all your debts are brought into it. The age of the debt does not matter. Some debts are not dischargeable. That means you cannot get rid of some debts, but age of the debt does not determine if it can be gotten rid of or not.
