Legal Question in Construction Law in Kentucky

My newly constructed home is very defective, major. I've had trouble since the first week. I've contacted every agency that I can think of, no one will help and it's a VA home, they won't help either. The builder won't repair right or at all. Last Dec I found out they aren't even licensed to build, the license used was their fathers who is no longer in the business and if he was they can only build as his employees. The builders wasn't suppose to sign any contract etc as they are only employees, but the two sons have taken over and signing everything. They were fined and ordered to cease and desist by the states licensing contractors board. Last week they had a friend lawyer of theirs from town to send me a letter, I guess as a scare tactic, but it didn't work. I assume because I had sent them a letter requesting my money back etc, totaling $25000, so I guess they got the lawyer, who I already know is their friend (it's the same firm I tried to seek help from the end of 06 who told me that it would be a conflict of interest). I need a lawyer to construct a settlement letter for me, because they dont take me serious. I wish to settle out of court because the builders really have no leg to stand on.

Builders are often very sophisticated in the various tactics to avoid liability on poor workmanship/neglect. A settlement letter alone may not even cause a pause. It is best to get with an attorney to review all the facts and see what approach is most advisable.
