Legal Question in Criminal Law in Kentucky

19 year old was cited for disorderly conduct--citation states "subject was yelling out of window from there car". He was not arrested (no rights were read/ no hand-cuffs), blew a 0.0 breath test, car was searched and was released to me (the mother) where it appears they messed up as the release form is for a minor. Subject was brought to the police department so they could write the citation however they had his car towed and impounded. Subject has bruises on forehead where excessive force was used to slam in into the car--again, there were no weapons, no drugs, no alcohol, no traffic violation, no tresspassing etc. Witnesses in the car were a 20 year old and a 21 year old--both also charged with disorderly conduct. Question: is it legal to put your hands on someone and is it legal to tow a car for this type of behavior?

If he was taken to the police station he was arrested. I don't know why he was not handcuffed. That could be a lie. The police should only tow the car if they arrest everyone. This a civil rights action, or the police officer could be sued without involving the entire police force. "In your corner."
