Legal Question in Criminal Law in Kentucky

I have a neighbor who has a scanner that picks up cell and portable phone conversations. I live in Owensboro,Ky. Is this an illegal practice.

Yes, but there are a lot of exceptions for volunteer firefighters, retail owners, etc., etc. Maybe he meets one of those exceptions, maybe not. If he does not, then it is illegal. But, there is a civil action for invasion of privacy.
