Legal Question in Elder Law in Kentucky

Hello

My father is 78 yrs old and recently been diagnosed with terminal brain cancer .the problem is .he has apointed my sister POA .

My Sister has severe Bipolar and does not have a Drivers license because of 4 dui's in ky .she is a alcoholic and does prescription drugs .i asked my father to make us both POA but i got no where .I live in southern tn and cannot make tje drive everyday but i have offered to share the responsibility .i have no clue what his wishes are .She has turned very possessive and unplugs the phone and turns his cell phone off so no one can talk to him .

She has severe anger issues .she spends alot of money .he added her to his checking account .I guess what im asking , what are my rights as the oldest daughter ? Can I intervene ?
