child custody & support

My son lives in Maryland, his daughter and her mother live in Ky. The mother wants to have child support paid to her [agreed by both], however the mother says she won't let the child visit my son by herself for at least the next 2-3 years. Does my son have to agree to this? If not what steps does he need to take to see his daughter and have her for his own?

I am not licensed in Kentucky, but your son would need to obtain court-ordered visitation in a Kentucky court, assuming mother and child have lived in KY for at least 6 months. Depending on the age of the child, there may be a restriction initially, but in general, the mother does not get to dictate when or where visitation occurs.
