Legal Question in Family Law in Kentucky

my daughter had a baby while in foster care she was only 17 she is now 19 but my granddaughter is still in fostercare they live in germaney. my daughter has dual citizenship she was born in the usa her mom kidnapped her and her brother when they were still baby's . she put them in fostercare when they were small i tried to get coustody of them but could not get anyone to help me. now my granddaughter is in fostercare.and my daughter does not no how to get her out because she was born into fostercare. i have been in touch with my granddaughters foster mom but she will not help me, she tells me my daughter nos what to do but i talk to my daughter and she is confussed about the law i am willing to adopt my granddaughter if this is possible please help me with this thank you charles bentley.

You should hire a family law attorney who has experience in international law. You will probably have better luck in the Louisville area or around Ft. Knox/Ft. Campbell, where I imagine there are plenty of international custody disputes.
