can a divorce settlement be changed ten years later if it was not fair?

Doubtful. If you entered into it knowingly and willingly, then you should have known what you were agreeing to, unless there was some sort of fraud involved. You not seeking legal counsel and finding out too late, for instance, you could have gotten half of his retirement, or she should have been paying you maintenance due to income disparity, won't be enough. Talk to a local attorney about your situation specifically. It might be worth the consult fee, if they even charge one.
