Legal Question in Family Law in Kentucky

Help For A Mother
My friend and I are very cocerned about her mother. She is an addict and a prostitute. She has several conditions including bi-polar manic depression and the fatal type hepititus(C I believe ) She took her mother to the doctors and the doc said she possibly has gang green of the mouth from her false teeth rubbing.The doc told her go imeddiatly to the er because it has to be sewed up . She threatens suicide all the time. Her daughter has tried to help her but now her condition is soo bad she fears for her life . The mother exspresses she is dying and she knows it and dont care!We love this woman and will not give up . She needs to be committed against her will and my friend has made several inquries and been blocked at every turn. We need to know how it is possible !!! Also whenever health and wellfare dose a check when her daughter calls on her. She passes the evaluation . She lies .
