Psychological dad's rights for visitation

Psychological dad's rights for visitation after breaks up with mom of child who is 3 1/2 years old and being a dad in every way since 3 weeks old as birth dad abandoned mother when she was pregnant. Child sexually molested once psychological dad left home and child keeps wanting & referring to psychological dad as daddy as was in every way except giving her birth. Mom wants psychological dad out of picture to despite him -- not what is best interest of child.

Does psychological dad have any recourse for at least visitation rights within the court system within the state or once mom moves out of state - if she does? His family loves this child just as their own and they hope to see child also.

Although biological parents have greater rights than others under KY law, a person with a strong emotional bond to a child can petition the juvenile court for visitation with the child and can claim that such visitation is in the child's best interest. Although there is no provision for such visitation in Kentucky law, the courts have broad discretion to protect the children and provide for their emotional well-being.
