Legal Question in Personal Injury in Kentucky

my daughter backed out of a friends driveway and bumped into a car parked on the street in a subdivision that doesn't allow parking on the street. Is she liable to pay the damages? The owner of the vehicle is trying to exploit the situation and get more out of the accident that what is deserved.

Yes, she's still liable; she hit a parked car. Ask them to provide estimates for repairs, and don't pay them until they do. If the claim is being paid by your insurance, let them handle it and be done with it.
