Reckless Driving?

I will try to make it short and simple:

can a cop detect my speed while he is driving at the other side of the road driving opposite way?

can a cop say ''no'' when I ask him if i am aloud to see the reading on his radar?

can a cop give me a reckless driving ticket (not a over 20mhp speeding ticket) because he says i was going 55mhp (i was not) in a 35mph zone?

1. Yes, he can detect your speed when he is approaching you from the opposite direction. It is called "rolling radar" and it compensates for the rate of forward motion of his vehicle while registering the rate of forward motion of yours.

2. You have no legal right to see the registration of your speed on his radar. Most will show it to you as a matter of PR, but there is no fault if he does not.

3. 20 over the posted speed may be reckless or careless driving under some circumstances. If this was a residential area with children at play, for example, the stiffer charge would be warranted. If it was a rural road with no people about, then probably not.
