Legal Question in Wills and Trusts in Kentucky

Mother died. assets under $10,000. court calls it 'non-estate'. in order to cash checks and liquidate small amount of stocks have to create 'estate checking account'. in order to create account must get 'ein' number. in order to get 'ein' number must have a title. court says 'non-estate' -no title needed?? what do we do?
