Legal Question in Admiralty Law in Louisiana

Hello

I recently started working for a gentleman who commercially fishies for sharks. We went out one day and were stopped by Wildlife and Fisheries. My employer and captain of the vessel was giving two tickets as were I. The tickets were for fishing in Federal waters without a permit and possession of catch over the limit. The tickets were justified as I found out later but why was I given a ticket? As an employee of the captain I am under his license. If this is correct couldnt I have been given a tickets for just being aboard if he was doing everything legal? Normally I would not worry about the hassle and just pay the fines (hopefully just fines) but I ship out for the Coast Guard in May and I need this gone before I leave or they could delay/cancel my departure. Any information will help thank you very much in advance

What Parish were you fishing off of? That will tell you what jurisdiction you will have to appear in.
