business proposal stolen

my husband decided to start an r.c. racetrack in st. bernard parish, la. he went to the city council with his proposal. he had a national organization behind him, all the necessary information, etc... he met with 1 council mem. on fri. and the full council an mon. they decided to take his idea from him and cut him out completely. they even took our concession idea. then told him that he would not even be needed. is there anything we can do? can we go around the council and open the business ourselves or a way that we can take part of the profits? my husband took a lot of time and gathered all the companies he needed just to have it stolen from him. please tell me what we can do.

Assuming the meeting with the council was an open meeting and recorded, you should employ an attorney to get the transcripts and aggressively pursue this matter. You will probably need an attorney from New Orleans or other locale and not St. Bernard Parish.
