Legal Question in Business Law in Louisiana

Hello,

I was wondering if it would be possible to start a online Lottery website. The main purpose of the website would allow people to pay $1 to $5, one time only, with the use of paypal. And when the balance of all the dollars equals to $1 million, I would then print out all the names, and put them in a ball like the MegaMillions, Powerball, etc sites like that, and pick a random name.

Then that person would receive the $1 million lottery win, and I would send them the payment via paypal, if paypal allows that high of a transfer.

The website would then dump the names out of the database, and the whole thing starts over again.

What I believe is if this works, then this would stimulate the economy, because more people would win $1 million more frequently, than one person winning $150 million playing the other lotteries. If I had a website that was popular, I would think that there would be several winners a day.

Plus as a added bonus they would have to report this to the IRS and give them a piece of the action too, which would help in whatever debt the US got itself into.

Would this be, or is this an illegal operation, even if I applied for whatever licenses needed?

You would be in prison before you collected your first $1. What you are proposing is very illegal.
