Legal Question in Business Law in Louisiana

My wife is a nurse case manager in Louisiana. She signed a non-compete that is jurisdictioned in Pennsylvania and does not identify a geographic region. It does state that she cannot go to work for companies that her employer currently does business with or competes against. She is starting her own company and will be doing business for companies that currently do not employ her current employer. Upon receiving her resignation, they informed her that they would be holding the $8000 plus bonus owed to her until they could verify that she is not violating her non compete agreement. Do they have the authority to hold the bonus pay that she has already earned? $5000 of that is due to her on the 15th.
