Legal Question in Constitutional Law in Louisiana

Posting information such as (name, address, phone, email) on a website.

What laws apply to posting somones personal information on a webpage open to the public. Information such as Name, Address, Phone Number, and Email. And also identifying this person as somthing. This includes things they have done to people, this information being given to the public to warn them to watch out for these certian persons as they have done these things and have not been caught or jailed yet. To get strait to the point, the website would basicly be an open database of people that have commited crimes yet have not been sent to jail for these crimes. The crimes I am refering to should be obvious. I really need the legal aspects on what I am legally allowed to post on these people.
