Legal Question in Criminal Law in Louisiana

I have recently found out some students smoke marijuwana before going to the college I go to. I can smell it on them, but the campus police do not know which student in particular is doing it. My question is, if these runts aren't busted here on campus, will they eventually be busted by police at home? Or do they have to be actually dealing or selling drugs to get outside police attention?

And, another thing, do the police secretly keep en eye on indvidual's homes who smoke junk? Even if they don't sell or deal it? While I don't know where they live, I hope these runts are busted without me having to be a whistle-blower.

If they commit a crime and are caught, then they are punished accordingly.......or not. I do not know why you call them runts, since I am 65 maybe I am out of date, but if any one of them is ever stopped by a law enforcement officer and there is strong smell of marijuana, then they may be detained. So if you are smoking it, quit.
