Is it illegal to ride an atv in the back side of the missippi river levee, if it is government owned proptery not privet owned? in baton rouge louisiana

I do believe that the levee district has made it illegal to ride on the tops of levees and on the batchure (river side). It is to maintain the integrety of the levee system. It is publicly owned property, but that doesn't mean you can ride an ATV on it. It is a public safety concern, as ATVs can weaken the levee structure, not to mention that the levee district does not want to be responsible for injuries which could occur. You should find somewhere else to ride.
