im 17 and my mom wont let me go anywhere even though i will return home can she do this..she threatens to call the police if i leave. is this legal

In Louisiana, seventeen is the legal age of majority. As you are an adult, there is no criminal liability for disobeying her, however you still have an obligation to respect your parent's wishes within reason. Try talking to her and let her know that you feel you are capable of going out without problems. Listen to her concerns.
