Name change

Father on the child's birth certificate is not the real father. The real father wants his name on the child's birth certificate and the child's last name change to his last name. Child is 11 years old was born in New Orleans, LA. What is the process of getting the real father's name on the birth certificate?

Re: Name change

Civil Code Article 198 says he has 1 year from the birth to establish paternity. The State department of vital statistics will not change a father's name on the birth certificate without a court order, which could include an adoption by the man claiming paternity.
