Obtaining medical records about minor children

I have joint custody of my minor son. I am not the domicillary parent. My son's father makes him see a psychiatrist. My ex will not let me participate in my son's psychiatric care. I have attempted numerous times to talk to the psychiatrist. He has resisted all attempts at contact. I live in Louisiana and would like to know my rights to see my son's medical records under the Hippa Laws for the state of Louisana. We will be going to court in appx 1 month ..I am trying to regain domicillary parent. Any written help or links for research would be appreciated.

Forget Hippa, in Louisiana, parents having joint custody have the exact same rights to access. Being designated domiciliary parent only means where the child is domiciled and who receives child support, not that they control access to medical or educational records.
