Sick father

My father is disabled and in the hospital due to a brain aneurisym and his mother has power of attorney over him. I was wondering if I had the right to be his pwer of attorney instead of her.

You have the right, but your father gave her the Power of Attorney. So, you would have to go to court to overturn that, or your father would have to change the POA if he is capable. If he did not grant a the POA, then she had to have obtained it from court, and it was at that time you should have challenged her. If she just started acting for him without a formal POA, then court action is needed to gain the POA if your father is not capable of signing one.
