Visitation Rights

I have sole custody of my 9 year old nephew. His father has never had anything to do with him and now he is asking to get him every other weekend. The father is ill and cannot even take care of himself. Is there something for the state of LA that states he has no parental rights since he hasn't ever had anything to do with him? Or is there even some way to keep him away since he cannot even truly bond with the boy because of his illness?

There is no law that says he has no rights. There are laws that would allow you to terminate his rights under the proper circumstances. Since you have sole custody, you seem to be in control. If there is a Court Order granting him visitation, then you must go back to court and ask that visitation be eliminated, for all the reasons you state. Otherwise, you have to let him visit. If there is no visitation order, then don't allow the visits. Make him go to court if he wants to visit.
