medical billing law

is it legal for a medical practice to refer patients to a testing facility and precertify and bill insurance payors under a different name but with the same tax id# if they have a lease agreement with the facility? would this fall under the exception rule in appendix b of the starks law?

You need to check with the state medical society. My appreciation of medical ethics is that a physician cannot own an interest in a facility that he prescribes treatment in. But I am not a medical ethics expert. I never heard of the starks law.
