A doctor must examine you and make a determination as to your health before prescribing any medication.

Illegal? Put your question into google on the internet and see what it says. If a doctor feels he has to have certain information before he writes a script, then you do it or you get no script. He cannot be forced to write you a script for anything if you can get it from a doctor somewhere else. If he asked you to have sex with him before giving you birth control pills, then that is ILLEGAL. If he asked you to give him money as a condition to writing you a script, that is ILLEGAL. If he asked you to have your little finger X-rayed before writing you a script, that may be fraud or theft or malpractice, but the pap smear before birth control just may be pertinent. Since we are lawyers here, maybe you should go to a site where you can ask physicians this question. But don't ask if it is illegal, ask if it is appropriate.
