home owner's rights vs. home owner association

I live in a gated community, which requires me to pay home owner dues. My question is, should I have to pay the dues when responsibilities of the association are neglected. The gate which surrounds my subdivision and the back of my home has been down since hurricane Katrina. Several attemps have been made on my part to inquire about repairs. I have been given the run around. I have received a letter telling me that I'm being charged late fees for not paying the dues. Please help me know my rights. Thanks for any answers that might be helpful

If your community suffered a lot of damage and your dues were not raised, then I assume they are spending the money on other legitimate things. If not, then you will probably need to bring a legal challenge; simply refusing to pay only hurts you.
