What is the Law in Louisiana for - Improper Lane Usage - I was stoped for touching the white line on the right side of the road - not Driving on the white line & did not cross the Center line .

I suspect the officer may have pulled you over suspecting you of DWI and gave you a ticket to justify his initial stop when he discovered you were not intoxicated. I would get a trial date and fight the ticket if I were you.
