I paid a karate instructor up front for service for 2years he left after 7 month and says he not responsible to pay me back the unused monies 1,700.00

Your case sounds like the exact type of case small claims court was designed for in Maine. The filing fee is $60, and you can fill out by hand the issue on a Court form to start the process, and can usually get a hearing within 60 days. That way you can each explain to the Judge your version of the contract and see if the Judge will order that the instructor refund the balance to you.
Go to the District Court that serves your area and speak to the Clerk.
