That will be hard to do if there is no written agreement, or if there is no deeded easement or other legal rights expressed about the shared area. If you put reasonable requests to pay in writing, obtain multiple estiamtes for the cost, document sending it, request the neighbor agree to mediate, then the last option would be to file a suit for small claims under $4,500 or a regular lawsuit for a larger amount under unjust enrichment, breach of contract, breach of covenant or other theories. However, that would obviously make the temperment even worse in the neighborhood.
