Appealing to federal court

What is the process for appealing a flawed circuit court decision to the local federal court versus appealing to the state court of special appeals? Apparently, the state court of appeals process is known for being more involved, cumbersome and expensive in addition to being more biased (more likely to agree with lower court decisions) versus federal court.

Re: Appealing to federal court

You cannot appeal from state court to federal court, except if there is a federal issue involved, you can request that the US Supreme Court hear the case after going through all state appeals.
