Can a security person climb over the bathroom stall wall to peer into your stall, see you doing an illicit substance, and get you in trouble?

If the security person has reasonable suspicion that you are using that bathroom stall for illicit purposes, probably so. Don't do illicit drugs in bathroom stalls and you won't have to worry about it.
