How to collect money?

A person bought a car

He borrowed the money to buy the car from his exgirlfriend's syster r.

He did not pay the money and his exgirlfriend paid the money to her syster for him.

He has not made any payment since May 1998.

How can she make him pay the money?

Also they took two loans toghether under her name.

They made an agreement that each one would pay half of the money.

How can she make him to pay the money?

Can you please give some advice about what can I do about it.

Basically, you have to sue this person if he doesn't pay.
