Meaning of statue of limitations

You have answered someone question and said that a limit to file to collect a debt was three years but if is only seal than twelve years. What does under seal mean and how do you know that?

Take a look at the signature and see if the word

"Seal" appears next to it. If so, then it was signed

under seal and the limitation period is 12 years.
