Legal Question in Credit and Debt Law in Maryland

My son-in-law borrowed money from me totalling $7,800.00. The repay agreement was notorized on 2/11/02. The agreement was to repay this amount at a rate of $100.00 a week via payroll deductions. To date he has paid nothing. Is it too late to collect via Court action?
