alcohol and minors
If my 15 year old daughter is at a party where other minors are drinking and or
smoking pot, if the police come, could she be in legal trouble for being there
even if she is not doing anything illegal herself?

Yes, if illegal activity is taking place, and your daughter does nothing to stop it, or leave the area, the police can assume she is taking part and she will be charged.
