how long before a warrant is issued before someone presses charges

If it is a warrant and not a criminal summons, it would be issued immediately (within a few days at the most), but how quickly the Sheriff can actually serve it is another story. And they are historically very slow in PG county.

The seriousness of the charge affects the priority that the warrant receives. In addition warrants are typically issued when the court does not have accurate information about where to notify a defendant that he has been charged or if there is a risk of violence.
