Legal Question in Criminal Law in Maryland

relating to criminal law

A friend of mine was given a citation a little less than a year ago and had recently found out he is being charged. My question is, what is the legal time allowed to elapse before someone can be charged? Is it ''legal'' to do that? In three weeks a year would have gone by. Thank you
