no dui, but license suspended

My license was suspended for 1 yr in VA for not blowing, I live in MD, can I still get MD license and also work driving privileges ?

You should certainly try. Theoretically, Virginia can only suspend your privilege in that state for the refusal, but they cannot suspend your license in Maryland. Do you currently have a Maryland license or are you applying for one for the first time? If you already have one, you can continue to drive anywhere but VA, but if you are applying for the MD license anew, they may do a nationwide search and not allow you to get one. I don't know about getting work privileges in VA, you should contact a VA lawyer.
