if 1parent has custody one parent is trmorarairly unable to be there can that parent sign is parental rights over to a grandparent

Yes, but if the noncustodial parent objects a court could give him/her priority in a temporary guardianship situation. It would depend on the fitness of that parent and the duration of the unavailability of the custodial parent.
