No name on birth certificate

Is there a statute of limitations on when a biological parent can add his name to his child's birth certificate. When the child was born, my daughter's father did not want his name on her birth certificate. Now, she is 8 years old, and he has filed a petition in court to add his name to the birth certificate. Will he be able to, or has there been too much time that has elasped?
