Legal Question in Family Law in Maryland

I live in maryland, if the father of the child signs over his rights is he still responsible for child support? I am due in July and have started the paper work already. My fear is that the father of the child will want nothing to do with my daughter and sign over his parental rights. Does this automatically mean he will not have to pay child support?
