If a mother is not making sure the kids are taken care of and the grandmother has a custodial rights waiver of the other parent if social services comes in to investigate would this protect the children into having to go into foster care

Social services' preference is to keep the children in familiar surroundings if at all possible, unless their welfare would be jeopardized in doing so.
