single vs. divorced after divorce

My daughter married three years ago in another country and divorced in the same country a month ago. They never lived together, because her husband couldn't obtain US visa. Could my daughter consider her status as single (not divorced) ?

She can consider herself single, and not divorced, if you mean in a sense of her self-image. But I would not recommend that she identify herself as single and not divorced on any document signed under oath. Even if she and her husband never lived together, they were married, and they are divorced.
